A Tech Foundation (Technology Foundation) is an organization that manages and coordinates open-source software projects. It organizes funding, handles legal matters (trademarks, licenses), and establishes governance structures.
Origin: The concept dates back to the Free Software Foundation (FSF, 1985) and the Apache Software Foundation (ASF, 1999).
Funding models
Foundations use different funding approaches:
Membership-based funding
Many foundations operate with tiered membership levels:
Typical structure (approximate ranges, as of 2025 - contributions are adjusted regularly):
- Platinum Members: 500,000 to 1 million US dollars per year
- Gold Members: 100,000 to 500,000 US dollars per year
- Silver Members: 10,000 to 100,000 US dollars per year
- Individual Members: 0 to 500 US dollars per year
Governance rights: Higher membership tiers often receive board seats or other formal voting rights.
Donation-based funding
Other foundations are financed primarily through many small donations or crowdfunding models.
Hybrid models
A combination of corporate sponsorship, conference revenue, and community donations.
Governance structures
Standard structure (CNCF, Rust Foundation, Linux Foundation)
Board of Directors: Makes strategic decisions. The board often consists of representatives of major sponsors together with elected community representatives.
Technical Steering Committee: Decides the technical direction. Usually operates independently from the board.
Working Groups: Develop specific features or standards.
Maintainer-centered structure (Apache)
Every committer has equal voting rights. Sponsors do not automatically receive board seats. Decisions are made through consensus among active developers.
BDFL model (OpenBSD)
Benevolent Dictator For Life: The founder or lead maintainer has the final authority over technical decisions. The foundation organizes funding and legal matters but does not determine the technical direction.
Python followed this model until 2018 under Guido van Rossum. After he stepped down as BDFL, technical leadership moved to an elected Steering Council.

CNCF (Cloud Native Computing Foundation, 2015)
Projects: Kubernetes, Prometheus, Envoy, Helm
Funding: Membership-based (approximate figures, as of 2025)
- Platinum: 500,000 US dollars per year
- Gold: 120,000 US dollars per year
- Silver: 30,000 US dollars per year
Platinum Members (2025): AWS, Google Cloud, Microsoft Azure, Red Hat (IBM), Huawei, Oracle, Alibaba Cloud, VMware (Broadcom)
Governance: Board consisting of Platinum representatives and elected community representatives.
Rust Foundation (2021)
Project: Rust programming language
Founding Platinum Members (at the foundation’s launch in 2021):
- AWS (Amazon) - 1 million US dollars
- Google - 1 million US dollars
- Huawei - 1 million US dollars
- Microsoft - 1 million US dollars
- Mozilla - 500,000 US dollars
Governance: Board with five Platinum representatives and five project representatives.
Linux Foundation (2000)
Projects: Linux kernel, Node.js, Hyperledger, RISC-V, Automotive Grade Linux (more than 20 different projects)
Platinum Members: More than 20 companies contributing 500,000 US dollars per year each (AT&T, Cisco, Fujitsu, Huawei, IBM, Intel, Meta, Microsoft, Oracle, Samsung, Tencent)
Budget: More than 200 million US dollars per year
Special characteristic: The Linux kernel itself continues to be maintained by Linus Torvalds. The foundation coordinates many additional projects.
Apache Software Foundation (1999)
Projects: Apache HTTP Server, Hadoop, Kafka, Spark, Cassandra, Tomcat
Funding: Corporate sponsorship without automatic board seats, plus conference revenue
Governance: Every committer has an equal vote. Decisions are made through consensus.
Special characteristic: Many committers are employed by large technology companies and are paid to work on Apache projects.
OpenBSD Foundation
Project: OpenBSD operating system
Funding: Approximately 150,000 US dollars per year from small donations
Governance: Theo de Raadt (founder) has the effective final authority over the project’s technical direction.
Budget: Significantly smaller than that of other foundations, but sufficient for continuous development.
Blender Foundation
Project: Blender 3D software
Funding: Development Fund supported through crowdfunding (approximately 2 million US dollars per year)
Governance: Ton Roosendaal (founder) has the final decision-making authority.
Funding structure: Thousands of individual donors together with several corporate sponsors who do not receive board seats.

Typical funding ratios
In many membership-based foundations, companies provide most of the funding, while donation-based foundations usually receive the larger share of their income from many small donations. The exact proportions, however, differ considerably from one foundation to another.

Different philosophies
Maximum funding: Large corporate sponsors enable professional development, paid maintainers, and large conferences.
